"Rules:
-no larger than 150 KB (153,600 bytes).
-at least 160 pixels, and no more than 640 pixels on each side."

I have tried to make pictures larger, but whenever I make the dimensions close to 640x640, the size of the photograph exceeds 150kb by a lot! How can I fix this problem? (I do have Photoshop.)

Did you look at the tutorial under the Learn/Tutorials menu?

When you have the image at the correct pixel size in photoshop, you can select "save for web" and it will give you control over the degree of jpeg compression. 100% has the least compression, and therefore the largest file size. You can decrease the percent until the estimated file size is <150kb (it lists the estimated file size below the image preview).

You can also click the little option arrow and select to optimize the image for a certain size and the compression ratio will be selected for you.
