Original I have is good size, but I definitely like the idea of rotating it....Adds a dynamic effect to me

Personally I would drop that blue border. It does nothing but take away from the model, imho. And I would leave the stray hairs in place, cloned out it looks unnatural, almost like a wig.

I did the eyes with portrait professional. You can widen the eyes with it realistically, you can sharpen just the eyes, blacken the pupils, brighten the iris. It's a great program if you frequently do portraits and back when I got it was really inexpensive. I'm not sure what it costs now though. I know they do have a free trial though, you might consider trying it and see if it fits what you do.
